• The launch of India’s second mission to the moon ‘Chandrayaan-2’, which was scheduled for this month, has
  been postponed to oct-nov this year, ISRO chief K Sivan informed the government.
•  Chandrayaan-2 is India’s second lunar exploration mission after Chandrayaan-1.
•  Developed by the Indian Space Research Organisation (ISRO),
•  the mission is planned to be launched to the Moon by a Geosynchronous Satellite Launch Vehicle (GSLV Mk II).

Minority institutions panel gets court relief

• The Supreme Court told that the National Commission for MinorityEducational Institutions (NCMEI) has original jurisdiction to determine which institution should be granted minority status.
• A Bench of Justice A.K. Goel said the Constitution granted a fundamental right to all minorities, whether based on religion or language, to establish and administer educational institutions of their choice.
• NCMEI : National Commission for Minority Educational Institutions
• NCMEI was established as welfare of the minorities mentioned in the national common minimum programme and government established the commission through an ordinance in November 2004.
• In January 2005, the ordinance replaced by an Act.
• The commission is headed by a Chairman who belongs to a minority community and has been a Judge of a High Court.
• Two members are nominated by Central Government.
• They too must belong to a minority community and must be “persons of eminence, ability and integrity.”

HC asks media houses to pay penalty

• Some media houses, which had revealed the identity of the eight-year-old who was allegedly gang-raped and murdered in Kathua district of Jammu and Kashmir, were directed by the Delhi High Court to deposit 10 lakh as
  penalty towards the State’s rape victims compensation funds.
• The Bench reminded that under Section 23 (Procedure for media) of the Protection of Children from Sexual Offences (POCSO) Act, any person who discloses the identity of a child victim could be awarded a minimum six months imprisonment.
• The High Court had sought the response of The Times of India, The Hindu, The Statesman, The Pioneer, The Navbharat Times, NDTV, Firstpost, The Week, The Republic TV, The Deccan Chronicle, India TV and The Indian Express.
• Advocates representing media houses admitted to making the mistake of revealing the identity of the child on account of ignorance of the law and a misconception that they could name the victim as she was dead.

Filmmaker Bhimsain Khurana dies at 81

• The film is a prime example of how abstract concepts, causes, messages and life lessons can be simply, engagingly and effectively communicated through music and visuals. Veteran filmmaker and animation pioneer Bhimsain, who passed away on Tuesday night in Mumbai, at the age of 81, was an expert at the art.
• Like several film personalities of the times, Bhimsain’s roots were in Pakistan. Born in Multan in 1936, Bhimsain moved to Lucknow after Partition.

• China proposed an understanding with India on Nepal, to help develop a trilateral partnership, which would include setting up a trans-Himalayan economic corridor.
• China’s Foreign Minister and State Councilor Wang Yi said during a press conference with his Nepali counterpart Pradeep Kumar Gyawali, “Nepal’s development should be a common understanding between China and India.” “I believe that China, Nepal and India are natural friends and partners.
